A calling code carries tel: and the number, which is about
as short as a payload gets, so the symbol stays small and prints well at sizes too small for a link.
Phones show the number and wait for a tap: a scan doesn't place a call on its own.
Start with a plus and the country code. A national number works for a caller in the same country and fails for everyone else, and a code on printed material has no way of knowing where it will be scanned. You can use spaces, brackets, dots and dashes for readability: they are removed when the code is made, so the phone receives only digits.
Switch the content type to SMS and the code carries the number plus a message, which opens the texting app with both filled in and nothing sent until the sender taps send. It's what you want for a reply keyword, or for anything where the reply has to be worded a particular way.
Because the number is so short, the symbol stays small even at a high error correction level, which is what lets it take a logo and survive being printed on a sticker, a van door or a shop window. This is the content type with the most room to spare.
Whoever photographs the code has the number, so a code left in public should carry a number you would print in words beside it. Decide this before you print.
Everything runs in the page: the number is never sent anywhere, which you can check in the network tab. Exports are SVG, PDF, PNG and WebP, and the code is static, so it doesn't expire.
If a code you already have won't scan, test it, and the explainer takes one apart.
